Personality and background: Quiet and confident, dislikes mindless 
chats. Very blunt with strong language and minimal use of body language. 
Loves classic musics and chess, he is nevertheless one minded trained by 
his years in military. Served UN peacekeeping force before and after 
Second Impact, he is decorated with many medals and involved in several 
black operations planning. Knew many secrets of UN and highly respected 
by peers for his detachment and proffesionalism. He is also has involved 
in Project Tinsspaner ( A project dedicated to study psyhics for 
military use )Hence his selection as Inspector General Liasion by UN due 
to the extensive knowledge of related field and the nature of EVA 
demands specific pilots intrigues him. The job is to coordinate NERV and 
UN defense requirements and has a special authority to override JSSDF 
orders if neccessary. Answerable only to High Council ( UN) and SEELE. 
In any combat situations, he can be seen sitting in observation seats 
behind, chewing cigars.

Psychosis: Having nightmares over a bungled incident where he accidently 
directing atillery drop on a civilian bunker, hence his obsession of 
avioding collateral casualties. Sweating palms and deprived sleep is the 
external symptoms.

Quirks: Chew cigars to no end and obsessed about chess. Favorite 
musician, Mozart and Bach.

Love Intrest: None. His heart died away when his mistress killed in 
Second Impact.

Friends: Knew the Director of NERV from younger days.

Rivals: He has no particular high opinion of JSSDF commanders, which he 
thinks as bunch of imcompetents.

Enemies: None so far.

History: Served UN, famous for humanatarian efforts in Balkan conflict 
and Somalia. Many childrens and people owed their life to him for 
issuing counter orders to rescue people that is abandoned by UN. 
Reaasigned by UN for his lack of respect of direct order but later on 
forgiven for his success in black ops ( mostly assasinations of UN 
pariahs statesman). Now holding capacity as Inspector General liasion UN 
and based at Tokyo 2.

intrest of his work and feelings. Also he is supposed to coordinate a 
network of moles and agents inside NERV to unravel the mysteries of EVA 
and SEELE for UN.

Combat: Uses all weapons with great care, he will make sure the opponent 
is in the battlefield of his own choosing and overwhelm him/her with 
precision ranged weapons. ( snipers, atillery, precision guided 
munitions etc ) Prefer use high volume of firepower at one target at a 
time, from all range and all angles. Ambush is his specialty.
In command situation he will do his best to minimize casualties, non 
combatants especially, he places the lives of men under his command very 
high. In fact, in a personal evaluation, he is considered to be too 
humanist for military.
